Research Tasks of Task Forces
of the Committee on National Spatial Planning and Regional Planning of the Polish Academy of Sciences (KPZK PAN)
Task Force for the Spatial Dimension of European and National Public Policies
The task force’s objectives are special emphasis on the following:
- Preparation of draft recommendations, opinions or positions of the NSPCC on national and regional policies, strategies and programs with significant territorial impact, including the Concept of National Development and the National Strategy for Regional Development;
- Preparation of draft recommendations, opinions or positions of the NCP on the EU Cohesion Policy and other Community policies, strategies and programs with significant territorial impact;
- Preparation of proposals for the scope, shape and mechanism of implementation of a new generation of territorial instruments in Poland integrating multi-level and multi-sectoral public actions with regard to different types of areas;
- Cooperation with European, state and local government institutions in the preparation and opinion of analytical documents and legal regulations with significant territorial impact;
- Identification of key areas of applied research on public policies with significant territorial impact.
Task Force for Rural Areas
The task force’s objectives are special emphasis on the following:
- Initiating and leading scientific debates on adjustment of development policies to the changing conditions (e.g. geopolitical, climatic, demographic, economic) of rural areas development.
- Conducting scientific debate and publishing output concerning following issues: digitalisation of rural areas, smart rural developmnet, technological and social innovationas a factor of rural areas development.
- Initiating and leading scientific and expert debates on urban-rural relations, including the advancement of suburbanisation processes and their effects on rural development.
- Dissemination of knowledge in the field of uneven development of rural areas in Poland and Europe; marginalization of rural areas in terms of their prosperity, resilience, access to services, the extent and causes of marginalization of rural areas.
Task Force for Urban and Metropolitan Areas
The task force’s objectives are special emphasis on the following:
- Development of a multidisciplinary approach to the question of analysing and shaping the development process of urbanised structures.
- Conducting scientific debate and publishing output concerning contemporary spatial development processes in metropolises and urban functional areas.
- Mobilisation of the research community for urban and metropolitan development for the dissemination of knowledge in the field of urban studies.
- Cooperation with local authorities and their associations, non-governmental organisations dealing with urban structuring issues and urban movements.
Task Force for Large-Scale Infrastructure Projects
The task force’s objectives are special emphasis on the following:
- Initiating and conducting scientific and expert debates on large-scale infrastructure projects proposed for Poland (for example, High-Speed Railways, modernisation of the inland waterway system, the national energy network, counteracting and adapting the transport system to climate change, rail-based transport systems in major metropolises, the Solidarity Transport Hub) and publishing output concerning these projects;
- Participation in debates on current problems of the country's spatial development, preparation and implementation of the European Cohesion Policy and new legal solutions and new strategic documents in the infrastructural context;
- Multi-criteria evaluation of large-scale infrastructure projects, from the point of view of their impact on land use, economy, society and environment.
Task Force for Legal and Urban Planning
The task force’s objectives are special emphasis on the following:
- Identifying key barriers and problems occurring in the urban planning system, at the intersection of legal and urban planning perspectives;
- Monitoring and evaluating changes in urban planning legislation;
- Initiating and leading scientific debates on the current challenges of the urban planning system, in particular on how and to what extent the legal sphere is responding to the challenges of climate change, demographic and social challenges;
- Initiating and conducting debates with the participation of representatives of public administration bodies at the central, regional and local levels.
